As an academic research institution, the Center follows neither the advocacy approach nor the private enterprise consultancy approach. We do not have a model of what legislative reforms should be (in contrast to the Citizens' Conference or the Common Cause) nor do we claim that legislative reform is a technical problem for the specialists or experts to determine. As social scientists with a phenomenological orientation, legislative reforms are seen as the conscious interaction of legislators, opinion leaders, scholars and other concerned citizens.
