The Food and Agricultural Organization (FAO) defines food security as a condition where “all people at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life” (World Food Summit, 1996). Four broad dimensions of food security are usually identified—availability, or the supply of food in an area; access, or the physical and economic ability of people to obtain food; utilization, or the proper consumption of food; and stability, or the sustainability of food supplies (World Food Program, 2009).

2 Conceptualizing of Food Security This section discusses some key concepts of food security that will frame the discussion of the issue in the Caribbean context. The Food and Agricultural Organization (FAO) defines food security as a condition where “all people at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life” (World Food Summit, 1996). Four broad dimensions of food security are usually identified—availability, or the supply of food in an area; access, or the physical and economic ability of people to obtain food; utilization, or the proper consumption of food; and stability, or the sustainability of food supplies (World Food Program, 2009).

In the CARICOM region, only Belize and Guyana are currently net exporters of food, and the gap between food imports and agricultural exports for other territories is over 60 percent—over 80 percent for Antigua and St. , 2009). This chapter analyzes the state of food security in the Caribbean. We examine the problem in the context of the various dimensions of food security by exploring issues such as the decline in domestic food production, the estrangement of Caribbean people from local traditional diets and rising North American taste, increasing rates of diet-related diseases, and increase in poverty, which affect entitlements.
